In this equities report, we are to take a different approach than usual and focus mostly on major fundamental issues that surround the US stock markets<\/a> and end the report with a ph\u00e2n t\u00edch k\u1ef9 thu\u1eadt<\/a> of a US stock market index for a more rounded view.<\/p>\n\n\n\n

Citigroup (#C) settles charges with the SEC.<\/strong><\/h2>\n\n\n\n

Citigroup<\/strong> has settled<\/strong> charges with the SEC<\/strong> regarding recordkeeping<\/strong> failures<\/strong> concerning underwriting expenses<\/strong>. According to the SEC<\/a>, Citigroup<\/strong> (#C) \u201cfrom at least 2009 through May 2019, CGMI used an unsubstantiated<\/strong> v\u00e0 unverified<\/strong> method to calculate and record<\/strong> indirect expenses<\/strong> associated with its work as an underwriter<\/strong>\u201d, implying that Citigroup<\/strong> calculated indirect expense<\/strong> amounts<\/strong> using a fixed percentage of the underwriting fee, in cases it was engaged<\/strong> as the lead underwriter and then used \u201cfix allocation grids\u201d to divide that amount into specific expense categories.<\/p>\n\n\n\n

The SEC then alleges that for over a decade, Citigroup (#C) conducted no review for this process, nor did it use a similar process to verify that this method was a reasonable way of calculating indirect expense amounts. However, it is important to note that with the settled cease-and-desist proceedings, Citigroup(#C) did not admit nor deny the SEC\u2019s findings and will be fined a civil penalty of $2.9 million. In conclusion, the fine in itself may not have an impact on the stock price of the company, yet the alleged negligence could have long-lasting implications should further accusations come to light in the future.<\/p>\n\n\n\n

Goldman Sachs (#GS) and the China connection.<\/strong><\/h2>\n\n\n\n

According to a report by the Financial Times, Goldman Sachs (#GS) used a fund that was set up with Chinese state money to facilitate the purchasing of a series of US and UK companies, including a cyber security business that provides services to the British Government. The potential political and national security implications could potentially weigh on the stock of the company, as there may be investigations being opened into the acquisition of companies that were bought using funds from the \u201cpartnership fund\u201d.<\/p>\n\n\n\n

In particular, the cybersecurity business, which is stated by FT to be Nettitude, may have access to sensitive government information, as according to them, they provide cybersecurity services for government organizations. Therefore, there may be a higher degree of scrutiny on the company, as the link to the Chinese Government, comes at a time when there are heightened<\/strong> tensions<\/strong> between the West<\/strong> v\u00e0 China<\/strong>.<\/p>\n\n\n\n

Moreover, despite the role<\/strong> of China\u2019s<\/strong> investment fund as a limited<\/strong> partner<\/strong> on the advisory<\/strong> committee<\/strong> and the statement by Goldman that \u201cThe co-operation fund is a US fund run by a US manager and is managed to be in compliance with all laws and regulations\u201d, the<\/strong> potential risk<\/strong> of Ti\u1ebfng Trung Qu\u1ed1c<\/strong> influence<\/strong>, may be of concern<\/strong>. In conclusion, should evidence<\/strong> arise that may indicate<\/strong> a greater influence<\/strong> of the CIC fund<\/strong>, we may see regulatory<\/strong> action<\/strong> against Goldman<\/strong> Sachs(#GS),<\/strong> which in turn could weigh<\/strong> on the stock<\/strong> price<\/strong>.<\/p>\n\n\n\n

AMAZON warned about the sale of \u201cunapproved\u201d drugs.<\/strong><\/h2>\n\n\n\n

Earlier today, the Financial Times<\/strong> reported that Amazon (#AMZN)<\/a><\/strong> is \u201cbeing threatened with legal action<\/strong>\u201d from the US Food and Drug Administration<\/strong>, over the \u201cunapproved<\/strong>\u201d sale of drugs on its online site. According to the FDA<\/strong>, Amazon<\/strong> has distributed four such products \u201cdirectly to individual US consumers on behalf of third-party sellers\u201d. The potential legal<\/strong> implications<\/strong> against Amazon<\/strong> could weigh<\/strong> on the company\u2019s stock<\/strong> price<\/strong>, as the warnings by the FDA<\/strong> could potentially be used, as the foundation<\/strong> for a series<\/strong> of lawsuits<\/strong> from individuals<\/strong> who may claim that Amazon\u2019s<\/strong> inaction<\/strong> to \u2018protect\u2019 consumers, may be considered as complicit<\/strong> action<\/strong> from the company<\/strong>.<\/p>\n\n\n\n

Citigroup (#C) appears to be moving in a sideways fashion, after having broken above our downwards-moving channel, which was formed on the 27th of July, yet on a fundamental level we maintain a bearish outlook.<\/p>\n\n\n\n

For our bearish outlook to continue, we would like to see a clear break below the 40.70 (S1) support level, with the next possible target for the bears being the 37.50 (S2) support base. On the other hand, for a bullish outlook, we would like to see a clear break above the 42.50 (R1) resistance level, with the next possible target for the bulls being the 45.15 (R2) resistance ceiling.<\/p>\n\n\n\n

Lastly, for a neutral<\/strong> outlook<\/strong>, we would like to see the price action remain confined<\/strong> between the 40.70 (S1) support<\/strong> level<\/strong> and the 42.50 (R1) resistance<\/strong> level<\/strong>, whilst the RSI indicator also remains near the figure<\/strong> of 50, implying a neutral<\/strong> market<\/strong> sentiment<\/strong>.<\/p>\n\n\n\n
